The lighting industry didn't believe that we were ready for this or have confidence in manufacturers, that they would be able to cope with the demand.
The EU halogen ban which was expected for 2016 has now been put back until at least 2018. It is advised that they should not be used near materials which are combustible and that they are not touched during or immediately after use. Halogens produce a bright white light and become very hot in comparison to other bulb types. Halogens produce are sharper, clearer light than incandescent. Similar to incandescent, halogens are also cheap to buy but expensive to run.
